The scheme “Transgender Utthan Kosh – Identity Card for Transgender” was launched by the Social Justice and Empowerment Department, Government of Rajasthan, with the aim of identifying transgender persons and issuing identity cards to them. This certificate/identity card will be valid for all government purposes, including obtaining a ration card, Aadhaar card, birth certificate, etc.

For the issuance of identity cards, NGOs can generate ID cards through the online portal, for which they will receive an honorarium per ID card. If a transgender person applies for the ID card independently through the online portal, they can receive the payment directly into their account upon presenting their own card.

Benefits

  • Issuance of identification cards to recognized transgender individuals.
  • If a transgender person applies for an ID card themselves, the payment will be made to their account upon presentation of the ID card.
  • This certificate/identity card will be valid for all government purposes like ration card, Aadhaar card and birth certificate etc.

Eligibility

  • The applicant should be a permanent resident of Rajasthan.
  • The applicant must belong to the transgender community.

Application Process

Offline

  • Step 1: The interested applicant should visit (during office hours) the District-Level Committee at the Collector’s Office/Social Justice and Empowerment Office and request a hard copy of the prescribed format of the application form from the staff exclusively entrusted to issue and collect filled-in applications.
  • Step 2: In the application form, fill in all the mandatory fields, and attach copies of all the mandatory documents (self-attest, if required).
  • Step 3: Submit the duly filled and signed application form along with the documents to the District-Level Committee at the Collector’s Office/Social Justice and Empowerment Office.
  • Step 4: Request a receipt or acknowledgment from the District-Level Committee at the Collector’s Office/Social Justice and Empowerment Office to whom the application has been submitted.

Note 1: For making identity cards, NGOs can make ID cards through online portal, honorarium for which will be paid to NGO per ID card.
Note 2: If the transgender person himself gets the ID card made through the online portal, then on presenting his own card, payment can be made into the account.

  • Non-judicial Affidavit (self-declaring gender identity)
  • Income Certificate
  • Residential proof (Aadhaar Card, Voter ID, or any government-issued proof)
  • Passport-sized Photograph
  • Transgender Identity Card (If applied self)
  • Bank passbook copy (If applied self)
  • Any other documents as required
