The “R&D Reimbursement Scheme” is part of the Start-up Policy 2017 by the Department of IT, Goa. It promotes innovation by reimbursing research and development expenses for local startups.

Benefits

• 50% of R&D expenses reimbursed, including salaries of PhD holders.
• Capped at ₹5,00,000 per annum for two years.
• Salary component reimbursement capped at ₹2,00,000.
• Available to 100 startups annually.
• Approved amounts are disbursed within 60 days of approval.

Eligibility

• Must be a “Local Startup” (at least 50% equity held by Goans).
• Certified by the Start-up Promotion Cell (SPC) with a valid certificate.
• PhD employees must be hired for at least 12 months.
• Startup must be in the R&D stage with a working prototype.
• Expenses must be paid digitally.
• Definition of “Goan”: Born in Goa, 10-year domicile, or spouse of such persons.

Application Process

Online/Email

• Online: Register on the Goa Startup Mission website, login, navigate to the R&D scheme, fill the form, and upload documents.
• Email: Download the proforma, fill it, and email to spc-dit.goa@gov.in.

Note: Apply within 6 months of incurring expenditure. Decisions are notified within 45 days.

Documents Required

1. Aadhaar of Director/CEO.
2. PhD employee documents and employment contracts (min 12 months).
3. HR letter certifying work profile.
4. Salary slips and bank statements showing debit of salary.
5. Research proposal and copy of research work.
6. Proof of R&D payment (as per Cost and Accounting Standard 18).
7. Annexure 1 documents.
