Launched in August 2024, the scheme “Mukhya Mantrir Nijut Moina Aasoni” by the Higher Education Department, Government of Assam, aims to support ten lakh girl students with financial grants as admission incentives to continue their education in Higher Secondary, Graduation, and Post-Graduation studies, serving as a crucial step towards eradicating child marriage and its associated harmful practices. The scheme provides monthly financial assistance of ₹1,000 for Class 11-12 students, ₹1,250 for graduation students, and ₹2,500 for post-graduation students for a maximum of ten months per year, and ensures regular attendance and discipline among beneficiaries through institutional monitoring. The applicant must be an unmarried girl student domiciled in Assam enrolled in government and venture educational institutions (excluding private institutions) and must maintain 75% attendance in the previous year for existing beneficiaries. The scheme is implemented by the Higher Education Department, Government of Assam through a portal-based system where applications are accepted offline at respective educational institutions and verified online through institutional portals.

 

Benefits

Financial Assistance

Higher Secondary (Class 11-12): ₹1,000 per month for maximum 10 months totaling ₹10,000 per year.

Graduation (Bachelor of Arts/Bachelor of Science/Bachelor of Commerce): ₹1,250 per month for maximum 10 months totaling ₹12,500 per year.

Post-Graduation (Master of Arts/Master of Science/Master of Commerce/Bachelor of Education): ₹2,500 per month for maximum 10 months totaling ₹25,000 per year.

 

Disbursement Details

Mode: Direct Benefit Transfer through bank accounts on monthly basis.

Frequency: Monthly for maximum 10 months per academic year.

Validity: No incentive during summer vacation or vacations extending more than one month.

Exclusion Period: Scheme not effective during June and July every year for academic session 2025-26.

 

Conditions for Availment/Continuation

Regular class attendance required (75% attendance for existing beneficiaries).

Adherence to institutional discipline and rules and regulations.

No engagement in disruptive behavior, cheating, ragging, vandalism, or misconduct.

Students must not drop out of courses during benefit period.

No arrear amounts will be provided for missed periods.

Violation of rules results in withdrawal of benefits under the scheme.

 

Exclusions from Other Benefits

Students receiving scooter under Banikanta Kakati Award (Pragyan Bharati Scheme) are not eligible unless they opt out of scooter benefit.

Higher Education Department’s Mobility grant scheme has been merged with this scheme.

 

Eligibility

The applicant must be a girl student domiciled in Assam irrespective of economic status.

The applicant must be enrolled in government and venture educational institutions for Higher Secondary, Graduation (Bachelor of Arts/Bachelor of Science/Bachelor of Commerce), or Post-Graduation (Master of Arts/Master of Science/Master of Commerce/Bachelor of Education) courses.

The applicant must be a regular student (no correspondence or part-time students).

The applicant must be unmarried except for those enrolled in Post-Graduation and Bachelor of Education categories.

The applicant must maintain institutional discipline and adhere to all rules and regulations.

The applicant must attend classes regularly and maintain 75% attendance for existing beneficiaries.

 

Exclusion

Married girls will not be eligible for the scheme except those in the P.G. and B. Ed. category.

In-service girls, admitted to B.Ed. course on deputation, will not be eligible for the scheme.

Daughters of Ministers/MPs and MLAs are not eligible for the Nijut Moina scheme.

 

 

Application Process

Step 1: Application Form Collection

Collect the prescribed application form from the respective educational institution (school, college, or university) where you are currently enrolled, ensuring you have all required documents ready for submission.

Step 2: Form Completion and Submission

Fill up the prescribed application form with correct and complete details including personal information, academic records, bank account details, and submit the duly filled form to the Head of Institution (Principal/Registrar) of your current educational institution.

Step 3: Institutional Verification

The Head of Institution will collect and verify your application form along with supporting documents, and one or two designated Nodal Teachers will be responsible for implementing the scheme at institutional level under supervision of the Head.

Step 4: Portal Upload and Auto-Verification

The Principal or Registrar will submit the verified application data through their respective institutional portal for auto-verification in the centralized system, ensuring accuracy and completeness of submitted information.

Step 5: Eligibility Assessment

The institutional authorities will assess your eligibility based on admission status, domicile, marital status, attendance records (for existing beneficiaries), and compliance with institutional rules and regulations.

Step 6: Approval and Database Entry

Upon successful verification and eligibility confirmation, your application will be approved and entered into the beneficiary database for monthly Direct Benefit Transfer processing through the designated portal system.

Step 7: Bank Account Verification

Ensure your bank account details are correctly linked for Direct Benefit Transfer, and maintain active account status for receiving monthly financial assistance without interruption.

Step 8: Monthly Benefit Disbursement

Receive monthly financial assistance through Direct Benefit Transfer to your bank account for maximum ten months per academic year, excluding June and July vacation periods.
