The “Goa (Technical/ Vocational Training to Sex Workers and Sexually Abused Women) Scheme, 2013 (PRABHAT)” by the Department of Women and Child Development, Government of Goa, provides technical/vocational training for sex workers and sexually abused women to enable them to earn for their livelihood. The department utilizes assistance from reputed NGOs, Trusts, and professionals involved in rehabilitation.

Benefits

Financial Assistance
Beneficiaries (excluding those in Protective Homes) receive a stipend of ₹2,500 per month for three months or until joining a livelihood programme, whichever is earlier.

Technical/Vocational Training
Support to join training in fields like mobile repair, beauty treatment, tailoring, bakery, catering, etc. Fees, travel, and miscellaneous expenses are covered.

Education
Support for education up to 12th Standard, covering boarding, travel, fees, books, and toiletries.

Shelter and Psycho-Social Services
Admission to shelter/protective homes if needed. Counseling by Probation Officers, Mentors, or professional psychiatrists. Expenses for fees and medicine are covered.

Health
Free health services at Government hospitals. Connection to ART and DOTS for HIV or TB. Institutional care for AIDS victims for up to six months.

Children
Counseling and admission support for children. All educational expenses (fees, books, travel) up to 12th Standard are covered.

Reintegration and Protection
Assistance in reintegrating with family and protection from traffickers via local police and Anti-human Trafficking Units.

Livelihood
Assistance in finding jobs or setting up business enterprises, including project report preparation and loan assistance.

Eligibility

  • Women and Children who are victims of Commercial Sexual Exploitation.
  • Must be residing in Goa or be a native of Goa.
  • Note: The location of exploitation is not a criterion; Goan natives exploited outside the state qualify.

Step 1: Visit the Probation Officer of the Dept. of Women & Child Development.
Step 2: Fill the application form and attach required documents.
Step 3: Submit the form to the Probation Officer and acquire a receipt.
