The “Right to Education Act 2009” is implemented under the Samagra Shiksha Programme by the Secondary Education Department, Government of Uttarakhand. The scheme aims to provide free education, textbooks, uniforms, and the benefits of the PM Poshan Yojana to children up to Class 8 in private schools, targeting rural and urban children from weaker and deprived sections of Uttarakhand.

Benefits

Under Section 12(1)(c), 25% of entry-level seats in private schools are reserved for children from weaker and disadvantaged sections. They receive free education, textbooks, uniforms, and PM Poshan benefits up to Class 8.

Eligibility

Children eligible up to Class 8 in private schools include:

  • Children from weaker sections (annual family income ≤ ₹55,000 or BPL card holders).
  • Children from disadvantaged classes (SC, ST, OBC non-creamy layer, family income ≤ ₹4.5 lakh).
  • Orphan children.
  • Children with physical disabilities.
  • Children living with HIV/AIDS or dependent on parents with HIV/AIDS.
  • Children dependent on disabled parents or leprosy-affected parents (income < ₹4.5 lakh).
  • Children dependent on a divorced or widowed mother (income < ₹80,000).

Application Process

Online

Applications are invited via advertisement in February-March. Parents can apply online. A printout of the application and self-attested documents must be submitted to the Deputy Education Officer / Block Education Officer. If applications exceed seats, selection is done via online lottery.
