Overview

The “Labour Card and Renewal of Labour Card” facilities are implemented by the Uttarakhand Building and Other Construction Workers Welfare Board (UKBOCWWB) under the Labour Department, Government of Uttarakhand. Under this scheme, a labour card is issued to workers engaged in construction, repair, maintenance, and other construction works such as bridges, roads, airstrips, etc.

Benefits

The labour card is mandatory to avail the benefits of all schemes offered by the Building and Other Construction Workers Welfare Board. The labour card also serves as an identification document for building and construction workers.

Eligibility

  • The applicant must be a resident of Uttarakhand.
  • The applicant must be a worker engaged in construction, repair, maintenance, or related activities involving government and non-government buildings, as well as other construction works such as bridges, roads, airstrips, irrigation projects, water drainage systems, embankments, tunnels, flood control structures, power generation, transmission and distribution, water works, oil and gas installations, dams, canals, reservoirs, pipelines, towers, television towers, mobile/telephone towers, etc.
  • The workers under MNREGA (such as labourers, masons, electricians, plumbers, etc.) and other construction workers are also eligible.
  • The applicant must be between 18 and 60 years of age.
  • The applicant must possess a certificate confirming that they have worked as a construction or other related worker for at least 90 days in the previous year.

Application Process

Online – via CSC

Building and construction workers can register or renew their labour card online through the nearest Jan Suvidha Kendra or Shramik Suvidha Kendra.

  1. To apply online, the applicant must submit two passport-size photographs along with the application form.
  2. For age verification, any one of the following documents is required: 10th certificate, birth certificate, certificate issued by a medical officer, notarized affidavit of the construction worker, voter identity card, ration card, or a certificate issued by the Village Panchayat Officer, Village Head, or Councillor.
  3. A certificate of having worked as a construction worker for at least 90 days in the previous year, along with a nomination form for nominating legal heirs, must also be submitted.
  4. The applicant is further required to provide the Aadhaar card, ration card, Aadhaar-linked bank account details, self-certification or self-declaration form, and Aadhaar cards of dependents.
  5. After uploading all the required documents, a registration fee of ₹100/- must be deposited.
  6. Once verified, the worker’s details are entered in the Labour Register.
  7. A Photo Identity Card is issued, valid for three years.

Renewal Process

The application for renewal must be submitted before the completion of three years. For every renewal cycle of three years, the construction worker is required to deposit a contribution of ₹100/-. If a worker fails to renew the card within the stipulated time, they will not be eligible for benefits. membership may be reinstated twice by depositing outstanding amounts with authorized permission.
