The scheme “Chief Minister’s Award for Excellence in Public Administration” was launched by the Department of Personnel and Administrative Reforms (DPAR), Union Territory of Puducherry. The scheme aims to recognize outstanding and exemplary performance by a team of officials under the Union Territory of Puducherry for achievements of initiatives and projects whose outcomes are of very high order and which have benefitted a large number of citizens.

Benefits

Chief Minister’s Award for Excellence in Public Administration:

  • The award carries a Commendation Scroll and a Cash Award of ₹10,00,000/- each.
  • Two such awards are given: one each for Departments’ and Organizations/Institutions’ categories.

Chief Minister’s Appreciation for Initiative in Public Administration:

  • The award carries a Commendation Scroll and a Cash Award of ₹5,00,000/- each.
  • Two such awards are given: one each for Departments’ and Organizations/Institutions’ categories.

Conditions: The Government reserves the right not to present an Award in any year. The award amount can be varied based on availability of funds.

Eligibility

  • A Local Body, Autonomous Body, Corporation, Agency, PSU, or Government Department under the UT of Puducherry.
  • The applicant must be nominated only through the Administrative Secretary.
  • The application must contain the recommendation of the Departmental Committee.
  • The project must have benefited a large number of citizens with high-order outcomes.
  • Application must be for work done during the previous one calendar year.

Exclusion: Self-nomination and canvassing are prohibited.

Application Process

Offline

Step 1: Submit the application in the prescribed format through the Administrative Secretary.

Step 2: Prepare a narrative (max 2,500 words) detailing background, priorities, strategies, and success story. Include up to 10 field photographs and flow charts.

Step 3: The Administrative Secretary must constitute a Departmental Committee to shortlist and verify facts. Nominations are forwarded by the Registered Post/Speed Post and email.

Step 4: Mail to: Secretary to the Government (Administrative Reforms Wing), Chief Secretariat, Puducherry-605001. Email: usar@py.gov.in.

Application Deadlines

  • Receipt of nomination: 15th June.
  • Recommendation by Screening Committee: 7th July.
  • Recommendation by Empowered Committee: 31st July.
  • Announcement and Distribution of Awards: 25th August.

  • Recommendation of the Departmental Committee.
  • Write-Up (including an Executive Summary).
  • Field Photographs (Max 10).
  • Flow Charts of the initiatives.
  • Document of Proof for approval from the Administrative Secretary.
  • Descriptive Note (Max 150 words) for exceptional achievements.
  • Audit/Verification details (if any).
